Planning Manager




Kevin became the Town Planner for the Town of Smyrna in October 1999. He is responsible for oversight of the development review process for the Town. This includes administration of the Municipal Zoning Ordinance, Subdivision Regulations, Design Review Manual, Sign Ordinance, and the Front Street Historic District Guidelines. He is the lead staff person for the Planning Commission, the Board of Zoning Appeals, and the Historic Zoning Commission. He also coordinates the long range planning activities of the Town, which have included the Land Use and Community Facilities Plan in 2001, the Major Thoroughfare Plan in 2003, and the Comprehensive Plan in 2007.  He also is the Town’s representative to the Technical Coordinating Committee of the Nashville Area Metropolitan Planning Organization.

Prior to working for the Town of Smyrna, Kevin worked for the Rutherford County Regional Planning Commission for 4.5 years as an Assistant Planner.  While there, he reviewed new developments for compliance with the County’s zoning and subdivision requirements, was the primary staff to the Board of Zoning Appeals, and helped create the Rutherford County Community Strategic Plan.

Kevin is a middle Tennessee native and possesses a Bachelor of Science in Geography and History from The University of Tennessee at Martin.  He achieved the designation of Certified Planner (AICP) in 2010, and is a member of the American Planning Association.
